Dear Sirs, can any of the forum members shed some light as to the date of this photograph and what rate these young lads were? Is this a training ship?

North Shields, they are probably the tallest and smallest onboard whatever ship it is.

looking at the caps on the heads of the sailors in the background, my best guess would be that the photograph dates from around the 14-18 war. The smallest boy appears to have globe and laurel badges on his collar thus making him a Royal Marine.
