Default French Naval Uniforms

Help please:
Serious questions and humerous attachment which is for illustration purposes with regard to the questions.
Thank you in anticipation.

Two questions about French sailor's uniforms.

1) How do they attach the cap tally [cap ribbon], i.e. do they tie a bow?

2) When and why did they adopt a half white sailors collar? The collar at one time was the same as ours.
