Picking up this old thread. All references I see for WW2 and prior are to the "Cap, Blue Cloth" with the "Blue" presumably intended to be the same colour/shade as, for example, "Trousers, Blue Serge". That said, the few photos of known period items suggest these items are true black or so dark as to only have perhaps a hint of blue. This seems particularly true of caps, though sometimes this may be more a fact that the entire cap crown is usually shaded due to the inverted bell shape. However, without the ability to view these items close-up with the naked eye, the limitations of colour photography make any conclusions nebulous.

Does anyone have period items that can weigh in on their shade? True black or really really dark blue? And how much variance between items?
