Why, when I go to log in am I being warned that this log in is not secure by a pop up?

It beggars belief . Today the BBC revealed that the NHS is still using Windows XP for it's IT systems. If we mere mortals can keep pace with technology why oh why are they using a system that Microsoft stopped supporting ages ago. Who are these IT gurus who get megabucks to keep systems up to date , particularly the Security where sensitive data about us all is stored .
