Default US Navy Senior Officers ?- Mid 1950's

Hi, I have turned to this forum to try and find what this image may be of.

My father was at Harvard in the early to mid 1950s at the now Kennedy school of Government, (then the Harvard School of Government.) This photo was in his archives and it appears to have some ranking officers from both the Navy and Airforce at some sort of conference) I presume it is taken in America, but may be wrong. The pictures on the wall are mysterious, being more European than American.
Anyways, I was hoping someone may shed light on:

Who any of the Naval officers may be, and anyone else in the room.? They all seem to be intently listening to some official on the other side of the room.
Any idea of where the room is located would be a bonus.
What they may have been discussing??

If this isn't the best forum for this research, any other suggestions would be welcome.

The person sitting down and talking on the middle left of the camera side of the table does look rather like Admiral Arleigh Burke.
