He served in the age of sail and the "tops" were the platforms at the head of each mast. As Captain of the Foretop and Maintop he would be in charge of the crew manning the Foremast and the Mainmast...

Could he have been Merchant Navy? Not sure about CP, but could be Chief Plumber(RN) or Chief Purser (MN).
I think his record shows him as engaged for hostilities only, as does the record for this...
