This link seems a good place to start, though it will not provide any direct info on individuals There are sections on both the RN (including reserves) and British Mercantile Marine and on the East India Company's Navy and the Royal Indian Navy pre 1947:

There are some interesting features on the site, however I'd be brutally honest and say that they are the links near the bottom. I am forced to disagree with some of the webmaster's papers on Fisher, naval education and the British response to submarine warfare 1917-1918 and I'm not in a position to judge the rest of the author's papers.
