Dutch Submersible Development

I've been reading some texts regarding the early development of the submarine and came across reference to s fellow by the name of Telar Van Elven in Sueters early book on the evolution of these vessels. No further information regarding Van Elven is known to me other than he was a resident of Amsterdam and his work was intended for use in the U.S. Civil War. By which side is unknown to me.

Would someone with more knowledge of the facts please chime in here?
