Here is the Navy Estimates for 1936

I was interested in the maintenance, repair and contract work.

Some of that would presumably be for Belfast and Tees-side, if they were into new ship building.

However, in Portsmouth Dockyard at that time there was considerable speculation about the future and although I was quite young (little jugs have big ears) I heard enough adult conversation to understand that it was policy not to make any casual staff permanent by putting them on the 'established' (i.e permanent) list, thus they could be 'put off' easily.

In fact, my father was not established until after he returned from war service in 1945, but by then there was a shortage of slingers and there was a need for urgent repairs to those warships remaining.

Times don't really change.
