imperial sub beluga info needed

i recently reaqquired an imperial russian navy dagger and some medals. i believe the dagger was given to the commander of the submarine beluga on april 28, 1914. there is an inscription on the crossguard that indicates this. i would like to know who the commander of the beluga was at that time, a photograph of him, any information about him and his carreer and any photos of him wearing his medals. any information would be greatly appreciated.
