The caption beneath the attached picture reads:-
"Sea-service for flying boat victims"
The scene onboard the Destroyer Keppel in Plymouth Sound during the memorial service conducted by the Rev A.G. Kick, the Weslayan Chaplain, for the victims of the flying-boat disaster, over the spot where the machine sank.
All branches of the services were represented at the funeral in the town.

A sad and tragic story Bob. I note the reunion happened 21 years ago. I guess most if not all of the people involved are now dead.
Thanks for bringing this tale to our attention.
Do you know any more about the RN Captain and his VC?

Yes. The crash was the cruellest cut of all.
Looking at his other decorations, this man was clearly a cut above the rest.

I see it is one of the 148 V.Cs owned by our friend Lord Ashcroft.

Oh! That's quite different then and a most worthwhile thing to do. I get a bit angry at the way people fall over themselves to buy medals like the VC. It seems unseemly.
British businessman and politician Lord Ashcroft has amassed a private collection of over 140 VCs. Lord Ashcroft purchased his first medal in 1986 and the collection now contains over a tenth of the medals ever awarded, the largest private collection of such medals ever accumulated. The medals are now looked after by The Ashcroft Collection and a book detailing the collection was published in November 2006
